VAOT District 1 Question

Hello all.

I've noticed something new over the last few days that I've heard from my area.

151.475 MHz. DPL 125

This channel has been re-broadcasting radio traffic from the VAOT District 1 repeater on 159.195 MHz. DPL 125. The 151.475 signal is considerably weaker than the 159.195 signal, which is located on Mt. Equinox and has excellent coverage into the Capital District (NY) region.

I wasn't sure at first if my receiver was catching an image, but I have now received this station on two different receivers at two different locations.

Does anyone know if there was a coverage issue within VAOT District 1 where they are using this Forests & Parks channel to assist with coverage? I've noticed it on the air quite a bit since we've been getting all of this snow.

From looking at the RR database for Vermont-Dept. of Transportation, it has that 159.1950 DPL 125 listed for the Bennington Region-District #1.
