VBCPS P25 Phase II

After listening to ORION today, it seems the city has fully moved the school buses over to P25 phase II, thankfully unencrypted (for now). I'm not sure if schools admin is TDMA, I will continue to listen and submit the updated channels to the DB.

All done I will wait and see on the other ones, most of them are never used except during extreme conditions and some of the bus channels were set to be ENC for emergencies
