VC 856.2625 on Tecumesh Site

There is a continuous carrier on 856.2625 from the tecumesh site causing the pro-197 to lockup on Shawnee PD an OHP AR1 and several other talkgroups . Anyone else getting that carrier on 856.2625 ?
