comparing the earthquake plan to the info in the RRDB - everything seems to match - except
V6 (153.995) is also used by South Pasadena
V8 (154.055) is used by "SGB" (?San Gabriel?)
[155.295M, 154.37R, and 154.145M are not listed in the quake plan]
if I understand the quake plan correctly - the primary plan is to stay on the TRS - the 2ndary plan is to use the ACCESS channel plus the Tac channels (VHF and UHF ?) - and the tertiary plan is to use just the VHF and UHF tac channels
