Yes, Chittenden County Sheriff is mixed analog / P25E. My best guess, like you said, is that some portables are still set to transmit analog (whether that be due to user error or geography) and when the Sheriff's Office base answers those portables (during business hours), they do so in analog mode. When Winooski PD takes over after the office closes, they exclusively transmit P25E. Every now and again you'll catch one of the dayshift portables calling 900 (WPD) via analog and then getting no response... Chittenden County SO is generally all digital and encrypted except the nighttime/after hours base (Colchester?) is analog. There’s at least a few analog portables still out there as well.
There’s still some things in Addison County I’m trying to figure out, for example, it appears some element of the sheriff’s office uses 460.5250 simplex digital/encrypted around the courthouse. Despite the frequency, I know it’s not CCSO because I’ve seen the vehicles coming and going with no CCSO units to be seen. Again, it’s something I’m still trying to figure out. I don’t know anyone on that department anymore so I can’t ask.
Someone out there also appears to be using a repeater on 460.5250 with a tone of D511, analog. I’m not sure who and of course it could even be in New York.
Not to wander too far off topic, but somebody in Addison County seems to be using VCALL10 with a tone of 110.9 linked to 453.6250; for lack of a better term it’s simulcasting in the Middlebury area. Possibly a very weak signal only at the courthouse or MPD. It’s also occurred to me it could even be something the fire department set up since they are on VHF. That wouldn’t surprise me in the least because things like that happen in VT (ie the now-defunct Shelburne/Hinesburg 157.375-453.1500 link set up by the fire department).
I live on the Chittenden/Addison County line and monitor from home at least a couple hours a day plus whenever I’m driving.

It is NXDN; my agency works with them and I see the radios often. An older RS scanner will show it as P25 when receiving because it won’t differentiate whereas a newer Uniden SDS will show NXDN on the display.Are they NXDN or P25? I got a submission today saying they were P25.

It's easy. Go to the database, click on the state, the county,and under the blue menu is the option to submit...I am an older person and not sure how to submit things to the database, but I’ll look it up when I have a moment
453.625 MPD also now covers ACSO with the same PL as MPD. They are now working with the same dispatch at MPD. Sometimes you'll hear car-car SO on 155.4150 186.2, mostly evenings. I don't get down to Addison County much, interesting findings. 453.625 is licensed for MPD, so maybe someone rigged up a VHF link for them? Are the Addison County Sheriffs still VHF?
