Vertex VXR-7000 Questions

I am being given the opportunity to purchase a lightly used VXR-7000 repeater from my local fire district. They are moving to a county wide system and this was used as a desktop repeater at a distant station and hasn't been used much.

I am doing some digging on google and such and trying to figure out is this repeater locked to a specified range for emergency services or can it be reprogrammed for 2M or 70CM via software only?

It appears that there are two versions one for VHF and one for UHF but not making heads or tails of if it's possible to change from one to the other or not.

Anyone with specific knowledge of this repeater that can fill in some blanks for me?

@mods Why was this moved to a completely wrong category? It was posted in amateur radio equipment because it is regarding a repeater to be used on the 2M band!
