The 4724 kHz frequency is used by the US Air Force.
The USAF Base in Yokota (Japan) also broadcasts there.
Unfortunately, I do not know whether they send in Asian language.

However, the US mil does not own the frequency. I have heard Asian comms on both 4724 and 8992 kHz and these comms generally appear to have nothing to do with the US Mil HFGCS.

^^^^^ possible "pirates" (fishermen, or other unlicensed transmissions)? I mean, they intrude into the ham bands periodically, especially the 40 Meter ham band. I've heard them in the lower parts of that band before, usually talking in Bahasa Indonesian.

They tend to pop up all over the place, possibly the case here too.
