VHF skip in CA

I was getting strong twotone and dispatches to 10xxx guage road for Gainsville EMS today on VHF. Not sure if it is coming from flordia or new york. Im also not sure of the frequency. It may be opening a local repeater connected to the state microwave or it may be comming in to my radio directly.
