Yaesu (Vertex) FTH-2070 is the only portable I can think of. I think there were some others on the horizon, but I don't recall the models offhand.
For mobiles, there is the dual band Syntors, but that is really two radios with one control head. Kenwood also makes some in that configuration.
But, I think you are talking portables.
Just a note. There are many ham portables that do both, but they are not type accepted (read: LEGAL) for use in the Land Mobile bands.

It does appear that you are looking for a transceiver rather than a scanner. That's fine.
Like the last poster mentioned, there is a huge selection of such "dual band" rigs available as ham radios. They typically receive the following ranges out of the box"
VHF 136-174
UHF 420-450 or 470
Not all, but most are like that.
And they are all more or less easily modifyable to also transmit accross these entire ranges. This is so that hams who also participate is MARS (amateur militery assistance) or CAP (civil air patrol) can use these radios of those frequencices which are close to but outside of the vhf-uhf ham bands.
And these ham radios are jam packed with very useful features. The business band only commercial radios are plain jane.
The mod's for ham rigs are widely posted on the web at places like < mods.dk > and < qrz.com >
Yes...these ham rigs will not be FCC Type Accepted for commercial use....but really now...nobody really cares. The FCC does not conduct roadblocks inspecting people's radios now do they? No of course they don't. You will never be caught. It simply is not that big of a deal.
My stepson is a full time firefighter with the county FD. I am a ham. His Chief gives his FF's permission to obtain and use their own radios on their Fire freq's in their personal vehicles. I fixed him up with an Icom 2100H 55 watt ham vhf rig. Can be modified for out of band in 3 minutes, it has 100 memory channels, alpha-numeric display, does all of the PL tones along with a Tone Search function which will find unknown tones for you, does any variation of repeater offset....and is completely user programmable......no cables or expensive computer programs needed. All this and more.....this rig only cost about $139 new at the ham dealers. A no brainer.
