How do you set frequency parameters that are not listed on default settings, the ones I need to program are in the 3100 range

If the scanner won't let you program them, YOU CAN'T!
I don't know of ANY scanners that will let you program 3100mhz freqs!
What kind of scanner do you have?

Its a Pro197 and the frequencies are the APCO 25 or the Project 25 which my state is currently switching over to, by duplicating an existing talkgroup I was able to enter custom frequencies, but now I'm trying to find Heap Error definitions or error code information

Your scanner is the same as the GRE PSR600.

You may want to provide a little information on what you are trying to program, location/system wise. I certainly don't know of any Project 25 system using "3100" that you mentioned a month ago, unless you are talking about a talkgroup.

There are 7 public safety agencies each has an assigned talk group number such as Police, Sheriffs, Fire EMS located in the city, county,indian reservation and state I have been able to custom enter some of them ie DEC, Hex, Alpha Tag, Descrition and Individual tag Example 55600- c1ce- 6B Law 1- Police Dispatch- Law tac while other just have number 776.89721. Now I'm trying to find out an error code called Heap Error it freezes the scanner operation

The "Heap" error means that you have one or more talkgroups entered that are not associated with a TSYS (trunked system) or scanlist. Besides the link fxdscon provided above, see these two pages in the Wiki:

Providing the name of the system you are trying to set up, or, even better, a link to it's database page, would help solve the puzzle for you. I suspect that the "3100 frequency" you're looking at is a talkgroup or something else. It's not a valid trunked system frequency. Certainly not in a system that also had a frequency of 776.89721.

I was able to find out some information on the GRE aspect page and deleted everything and the heap went away, now I'm slowley reprogramming the system, Thatnks for all the help scanner buds

I found some of those 774. frequencies and they work just fine, the ones I slowly doing are the new Project 25 system which have a hex number in them. the scanner must have a working group from an existing system from a V folder and customized to accept the ones I'm trying to program, the more I re-read the manual the clearer it becomes.
