Vista Sheriff Dispatch is on the RCS North Site. Here are frequencies and talkgroups.
http://www.radioreference.com/modules.php?name=TRSDB&sid=499

Also on the north site: Carlsbad PD/FD, Escondido PD/FD, Oceanside PD/FD, San Diego Sheriff (San Marcos, Vista, Poway, Rural, Encinitas), Rancho Fire, North County Fire Talkgroups/Mutual Aid/Law Command and tacs, and a lot more.

If you want I can send you the file for San Diego since it will make programming much easier than starting from scratch. I have everything in separate banks for the RCS North and South (SO, PD and Fire) as well as SD City (PD and Fire).

Maybe you could attach the file on a post for all to enjoy?

Here ya go... this is the file I use when going down to SD.
I have the RCS East programmed but not sure if the right talkgroups are in there. I am not able to monitor it as much as I'd like, so maybe someone else can confirm.
