Is anyone familiar with any software programs that convert wav files to text?

Yep, IBM ViaVoice 2074 :)

(short answer: speech to text is VERY difficult and usually expensive :()

I am looking for a program that will take huge saved wav files and convert them to text, or simultaneoulsy convert scanner audio into text as it is being transmitted?

Dragon NaturallySpeaking 9.0 is a good Voice to Text program. I was amazed at how good it worked.
converting from a wav file is going to be harder because these types of programs worked best after you train them to your voice

Windows XP has voice recognition built in (it might be an OFFICE XP/2003 feature)

The TTS (text to speech) is part of XP, I suspect that the recognition is from office as you thought.

Since I have a software subscription, I load just about everything.
When I find a feature, I usually don't know exactly were it is from.
