In 2019, the ARRL and the FCC signed an MOU to implement a volunteer monitor program. The program is coordinated by Riley Hollingsworth K4ZDH who is a former attorney with the FCC Enforcement Bureau. The basis of the program is that Volunteer Monitors, who replace the former Official Observer program, monitor the bands and report information to the FCC through Mr. Hollingsworth. In some cases, the FCC will respond to a complaint by asking the VMs to monitor a particular situation.
The Volunteer Monitor Program provides monthly reports of their activities. Here is the report from March 2024 as published in the June 2024 QST.
