Anybody know what this license is all about? Is it supposed to be integrated into STARS somehow?

I was searching the 800 band and came across a solid but inaudible signal on 851.5875, but it's just Loudoun using it for data right now. I searched for it in in the database too and that's how I found this VSP license.

Did a quick dig... Checked for callsigns on the STARS system... there are 6 sites on STARS with an expired callsign of WQFZ347 that match the 6 sites in WQOG986. Same frequencies and everything. So my guess would be that they're already integrated in, however they're being used.

Reading through the FCC Database discloses that this license is for the VSP transportable sites / mobile sites / mobile command posts (whichever term you prefer).

The data in the RR database shows these sites were originally operated in the 866-868 Mhz range. This new license is for rebanded frequencies in the 851-859 Mhz range.
