Wake County - Please enter the session ID

I have a trunked system(UBCD325p2) for Wake County. Today(semi-frequently), I have been hearing 'Please enter the session ID'. Any idea what it is about?

I have been trying to find that out. ProScan's History Log doesn't show it. But it wasn't doing this yesterday.
