It's, unfortunately, a sign of the times.
The reason why the town rejected the corps alternatives is because that it's still based on volunteers. Way 'back when, the volly ambulances were basically just transporters of sick people, with little medical input by the team. Today, EMTs knowledge and responsibilities have substantially increased. The basic EMT course is no longer the old "First Aid" training that was only required. The EMT course, in itself, is discouraging to those who can volunteer, not to mention the re-training required to keep up to date.
The town realizes this, and the fact that, just because there are some very active volunteers, it would be just a matter of time before even they have to stop coming around.
As I say, it's unfortunate, but that's the way it goes.
