has warren county started rebanding yet if so what is the freq list now for them or do i just need to change the control channel

Frequencies haven't changed yet, they are re-programming radios. If you look at the listing in the DB sometime ago I created a rebanded site for the new frequencies so you use them once the system has fully rebanded. Depending on your scanner all should need are the new control channels.
