Washburn County scrambled messages

Can someone explain the scrambled messages in Washburn County? Any way to "fix" it? Thanks.

It appears most communications in your area are not scrambled (encrypted).

What do you mean by scrambled? Are you referring to garbled conversations which can be partially understood or encrypted communications which cannot be understood at all?

Washburn County uses sporadic encryption on Sheriff channel. Some days more than others. You cannot fix this.
