Washington DC RFSS 1 Site 4

Does anyone know what is the usage and who is the primary users on the RFSS 1 Site 4. It only has three channels and the talkgroups are in the 11600 to 11630 range. All encrypted of course). The site does not appear to be a simulcast and fairly low power

It is not reported as a neighbor site of the main simulcast cell site 3.

I'm looking at a Substantial Service justification letter dated 1/8/2015 that shows 769.15625 notated with "Trunked for Jail." My guess would be a lower power in-building system for one of the corrections facilities. All three frequencies are part of the 24 channel 700 state license allocated for DC under WPTZ766.
