The problem is you are trying to monitor a simulcast system. The simulcast systems uses multiple towers with the same frequencies. The scanner has a problem similar to FM Multi Path found in car radios in downtown areas where the car radio receives mutliple signals bounced off of building mixed with the actual signal. In the case of the scanners the radio receives multiple signals from different directions (Towrers) and becomes confused.
What you can do is
Change the location of your radio if it's using the scanner antenna and see if there is a location in the house that works better.
Use a beam antenna and aim it at the closest Washtenaw tower to your location.
This also depends on what scanner you use. My experience is with GRE scanners and the PSR500, PSR600, Radio Shack Pro-106, 197 are better than the Radio Shack Pro-96 and 2096. The PSR 800 is the latest scanner and the best of the bunch on multi cast.
I have heard the Uniden 396XT does pretty good too but can't really say since I don't won one.

Well, I thought I had it right - but having issues and need assistance. I'm in the area of the the Washtenaw/Livingston county borders (US23 corridor). I have programmed in the TG for Washtenaw and the control frequencies for the Washtenaw Simulacast. I'm picking up some traffic, but it seems very scratchy. I listened to the same frequencies on the RR Liveaudio portion and the results are night/day. Can someone tell me what I have done wrong. I also listen to Livingston County and I'm hearing them without any difficulties 5/5. About the only washtenaw frequencies that I'm receiving well is that for HVAD
