Yes, the Waterbury, Connecticut Police department - and other city services - uses an LTR Multinet system which can't be monitor by any scanner currently on the market. (You can still monitor them conventionally).
The frequencies are as follows:
01 866.18750 02 866.33750 03 866.58750 04 866.83750
05 866.90000 06 867.11250 07 867.17500 08 867.90000 09 868.65000

I monitor Waterbury PD conventionally. I program all the Waterbury PD frequencies and on each frequency I turn off the delay feature when programming. That way when it hits a signal, the scanner immediately scans to the next frequency quickly that I have programmed so that I can hear the response on that frequency. Don't know how much I'm missing but I occassionally can make out a conversation between two frequencies. It's the only way I have figured out how to monitor a LTR system. Try it, it sometimes works!

That's be nice to know since I'll be going to school in Waterbury this fall. I guess make the best of a bad situation.

While the multinet systems cannot be monitored by a single scanner, they can be monitored by using LTRTrunk. It requires 2 scanners, one of which must be computer controllable and a data slicer. I have monitored the system many times and the program works very well.
