Does anyone know if a RadioShack pro-95 scanner will be able to pick up Waukesha county OAISIS? Thanks in advance

No. It can only do analog trunking and not digital. You need a scanner capable of at least being able to trunk track P25 phase 1, and there are many. However, most cannot properly track OASIS because it is simulcast. With older models that can track P25 phase 1 trunking you will encounter simulcast distortion unless you try some of the well known tricks or you are simply lucky with your location.
My opinion is to get either a Uniden SDS100 or a Unication G4 or G5 pager if you want a handheld unit. The Uniden SDS200 is a base model version of the SDS100, also. The Unications have learning curves and are not scanners so they don't have many features that the Unidens have, but they perform exceptionally well. The Unidens (I have both) perform well but have some idiosyncrasies of their own, too.
