I know that they use the Charlotte area UASI trunk system, but I only see a TG for Channel 2 listed. Who does the actual dispatch?

I believe they're dispatched off the county sheriff channel which is strapped secure. The town PD channels are also encrypted and used for car-to-car and department specific chatter.
