I have a friend who is new scanning, and he's obsessed with getting the Fire Tone Outs to work, I see they use the MPSCS system, is there any simulcasted conventional frequencies they use as a work-around, or is he SOL? I've no clue how this system works so I'm trying to "work blind" here, any input would be appreciated, we both use SDS100 scanners.

The fire departments in Grosse Pointe back in the day used either 154.445 MHz or 158.760 MHz for fire paging. You might want have him give those two frequencies a listen to. They may also be operating their paging now on the MPSCS TRS, but haven't been discovered yet.
