I have spent some time working on perfecting monitoring the Wayne County analog systems. Thunderbolt is probably on top of this, for he seems to be all knowing. To me it seems that all of the published information is confusing and mixes up the two systems. It must be confusing to many people. So here is what I have to offer for others to critique:
The Wayne County old system (Penobscot Building) seems to be:

You can plug in the Type 1 (200-1 etc) numbers for this system and it should work. Keep in mind this system has several services, jails etc. on it that the Type II system below does not have.
The quote "new system", Type II, which includes the airport and roads maintenance appear to be as follows:

I have been testing it out by listening to the new system on one scanner, the old system on another scanner, and the shared users (Sheriff Road Patrol etc) chime up on both scanners.
