Wayne/Lack Itinerant?? Ops - Questions

There is an Excavation and Drilling(?) operation, with base yards in Clarks Summit & Jermyn(Lack), operating Itinerant freq's using repeaters. Their field Ops are in Wayne County around the NE end of Lake Arial, some 17 miles from bases.
My questions are:
1. Is it legal to use fixed base repeaters on Itinerant freq's? Seems at odds with the meaning of Itinerant
2. 151.5125 & 151.5050 don't indicate a Power. What would be their power limitation? I am approx 30 miles from the general area. Hard to believe they are "low power"
3. None of the the freq's are licensed in the area, and the the listed PA licenses do not seem to fit the type of operation The wiki says they should be licensed, unless there is a different section of the FCC licenses for these. With permanent bases in Lack, it sure does not seem like an out of state operation "moved in", but certainly possible.

Note: I did attempt to read 47CFR90.35 but did not see any answers to these questions.

For anyone in the general area interested, here are some facts.
151.5125 D125 input 158.4075(pretty sure)
151.5050 D245 input 158.4000

151.5125 is the Excavation/landscaping ops with road and pad work in the area of Old Gravity Rd and Stockfarm Rd.
151.5050 more involved in traffic control in the area of Skyline Rd(different area). They appear to be contracting Flagger Force, but doing traffic control also. Also Concrete trucks, with base in Clarks Summit, with Jermyn mentioned.

Sorry. Don't know how I missed this, but WPHE218 Metzler Forest Products appears to be the operation for all 4 freq's T From their web page "land clearing, grinding, stump removal, excavating, and high quality landscape mulch products" fits. However, does not show repeaters on these 35W MOI freq's They are from the west, but must have moved into the NE area.

The concrete activities don't seem related, but the DPL was the same, and the bases are in the same towns. Maybe they do fraffic control for the concrete trucks coming after they clear the land.

the operations on skyline are sub contractors working to clear the pathway in the woods for the new upgraded PPL power lines from berwick to NJ. when they mention skyline drive that is a road that leads to there work site which is at the top of snake road in taylor pa. i know this because my inlaws own the property that they are clearing the trees and making the path for the power line. as far as the comms on the 125 dpl im not sure but i belive they are another sub working for either the gas drilling companies or they are also involved in PPL lines just in a different county.

ive met most of the workers on skyline and they use large 5/8 wave high gain vhf antenna's which is why they get out far plus they run kenwoods which look to be high power in there trucks. they are an out of state company.

Wow! Never expected such a detailed report. Thanks. Still curious about the use of repeaters. Maybe someone like Chauffeur6 can comment.
