There is an Excavation and Drilling(?) operation, with base yards in Clarks Summit & Jermyn(Lack), operating Itinerant freq's using repeaters. Their field Ops are in Wayne County around the NE end of Lake Arial, some 17 miles from bases.
My questions are:
1. Is it legal to use fixed base repeaters on Itinerant freq's? Seems at odds with the meaning of Itinerant
2. 151.5125 & 151.5050 don't indicate a Power. What would be their power limitation? I am approx 30 miles from the general area. Hard to believe they are "low power"
3. None of the the freq's are licensed in the area, and the the listed PA licenses do not seem to fit the type of operation The wiki says they should be licensed, unless there is a different section of the FCC licenses for these. With permanent bases in Lack, it sure does not seem like an out of state operation "moved in", but certainly possible.
Note: I did attempt to read 47CFR90.35 but did not see any answers to these questions.

151.5125 D125 input 158.4075(pretty sure)
151.5050 D245 input 158.4000
151.5125 is the Excavation/landscaping ops with road and pad work in the area of Old Gravity Rd and Stockfarm Rd.
151.5050 more involved in traffic control in the area of Skyline Rd(different area). They appear to be contracting Flagger Force, but doing traffic control also. Also Concrete trucks, with base in Clarks Summit, with Jermyn mentioned.
