weather satellite image processing

I'm not sure if this is the right forum to post this question.

When looking at satellite images on NOAA pages, I'm never able to get the images of a regions lights at night. I realize that everything is optimized for weather and to exclude city lights and such, but I was wondering what filter is used to get the really good images of regions that have blackouts... Are NOAA LEOs the source?, and if so, what image selection (visible, IR etc...) would be best to get the nice images of regional power failures?

With looming power issues in the future, I'd like to be able to see the satellite images directly if possible.

Panchromatic images I would suspect would work best. Have you tried "practicing" on North Korea? UTC + 9 hours is their time zone and that could help.

I'm not sure where to find that information.... I generally just see things like this

Is there a better site for a panchromatic images?
