Weird tones in 225-400mhz?

It's junk being radiated from a TV, digital cable converter, satellite TV receiver, cable modem, router, computer or some other consumer electronics device. Some could be from the scanner itself.

You're going to get a lot of noise in that band, mainly just because it covers so much area, that the odds are just higher for something interfering somewhere. Also, there's a couple little chunks that are set aside for consumer telemetry stuff, like door-openers, sprinkler timers and what-not. You can usually ID those, because they will sound like little sets of chirps for a few seconds. That's somebody opening their garage or whatever.
