I saw that when they applied for it a while back. The license is for simplex vehicular repeaters and hand held radios to talk to the repeaters on the same frequency.
Probably something like

You would not be able to hear them very far and all you would hear is whatever the mobile radio was receiving at the time.
I could not find any information about radios or repeaters on the WCTCOG web site but didn't look very hard.
Maybe they got a grant to give them out or maybe they just got the license so each county could use the frequency if they bought them.
