For anyone who doesn't know, West University and Bellaire are on the Phase II system. I don't know about 155.040, since I deleted that frequency from my scanner several years ago when I found out they were on TxWARN. I'll put it back in again and see what happens the next time I'm down there in Houston. I kind of doubt it's still in use, since they've been on the TxWARN systems (analog and now digital) for years now.

155.04/114.8 is not in use, confirmed. It was only patched sporadically when they were on 2318.

Like Bellaire, West U opted to encrypt everything when they switched to the City system. Surprised Southside Place didn't follow suit, since all three agencies essentially function as one.
