Westcan ACS - Edmonton

This system is listed in the RadioReference database but it appears to be inactive. Almost all the frequencies are listed in TAFL to other companies. The ones that show up under Westcan appear to be part of the DMR (Con+) system. Anyone have any more information?

If the system is inactive, what is the procedure to advise RadioReference?
