Westchester County Level 1 Drill

Today ... heard on the scanner, the county performing a Level 1 Zone A drill at the police academy.

Lots of agencies responding and arriving at the staging area and getting equipment ready.

Anyone know what a Level 1 Zone A drill is for? What are they practicing?

Sounds like some sort of mobilization plan, like NYPD's tiered mobilization scheme for searches, perimeters, and major incidents and the like, but multi-agency.
