Westchester to 700 ?

I'm hearing rumbles of Westchester having to move too 700 within the next 5-10 years. Anyone who can confirm on this.:roll:

My understanding is Westchester Cty has begun to start earmarking money in its capital budget for a phase 2 700 system to be built out over 5 or so years. The plan is to replace the present T band system and move all cty public safety over to 700 from what I've heard.

FCC memo 2012

The spectrum giveback of the UHF T-band frequencies is the downside of the law reallocating the D block to public safety, providing $7 billion in network build out funding and detailing a nationwide governance organization. This part of the Middle Class Tax Relief and Job Creation Act of 2012 requires the giveback of the T-band spectrum (470 – 512 MHz) that is occupied by public safety and business/industry users on a shared basis. While it’s shared, this spectrum has provided relief in 13 metropolitan areas with additional narrowband voice communications systems. NYC, BOSTON, LA

The bill gives those who now use the T-band up to nine years to plan the move to other spectrum and then two more years to implement the plan. The bill doesn’t state what existing public-safety spectrum T-band licensees will have to move to, though funding will be available to assist with the relocation. This funding will come toward the end of the nine years from the auction of this spectrum.

So NYC has to give up all those channels they just moved to in the 480s and the new 480 trunking system in about 7 years, Boston and the surrounding 20 or 30 towns all have to move in 7 years...

My guess--It will never happen

Westchester will eventually move. NYC...I'll put money on it they get a waiver. And I'll say Bergen, Morris and the other T-band systems surrounding NYC will piggy back off it.

From the March Meeting minutes of the Westchester County Fire Advisory Board

Commissioner Cullen reports on communications:
-Radio group of WC IT department is starting to work on the new radio plan.
-EMS and Fire Advisory Boards are to work in conjunction on this project
-New system will operate on the 700mhz. band and is 8‐10 years away.
-There will not be low band capabilities. This will impact the Motorola monitor pagers
-Goal is to have the capability for every PD, Fire and EMS agency to operate on the new
system.
-Exploring the possibility to have data capability to mobile units
-Trunking technology will no longer be supported.

The NYS DHSES has allocated 700 Mhz freqs for use as interop/mutual aid for each of the counties in the State. This is in addition to whatever 700 P25 trunked system they might set up.

For example (repeater outputs or simplex - first is primary, others are secondary):
NYC - 769.14375, 773.10625, 769.74375, 770.24375, 770.99375, 774.85625
Westchester - 770.64375, 774.10625
Nassau - 773.60625, 769.64375
Suffolk - 770.14375, 774.10625
Rockland - 769.64375, 770.14375

Charlie, do you have the list of frequencies (and NACs, I presume, or CTCSS/DCS tones) for the Mid-Hudson Valley counties?
