WestComm Phase II

As a heads up, several WestComm TGs are now Phase II. As of now I have found Chicopee FD dispatch, Regional FD dispatch and Tac 2 and Regional PD Dispatch. If I had to guess, the other Regional FD tac TGs are Phase II as well.

Chicopee EMS 154.785 is patched from WestComm
