Question, What is the (114.8) mean??

114.8 is the PL tone. Depending on your scanner you should be able to input these tones called either PL CTCSS,DCS or DPL.

It's a sub audible tone that makes the user in this case westfield, the only agency you will hear on that freq if you have the PL tone programmed.

Does that mean they are useing a Trunked system?

I would give www.cityfreq.com a try, also I would try the DATABASE on this website and go under Massachusetts and see what you can find there. I hope that this helps you out.
