I thought wichita falls PD was "encrypted"? I heard police dispatch this a.m. loud and clear from Elk City. Did they change something?

It isn't encrypted. It is ProVoice digital.
A few times I have noticed PD dispatch in analog for some reason.
Another thing you will always hear in analog is the fire dept. alert tones.

Thanks, it was fun listening to your city while I was there. Sheppard's system sound is awesome. Well, thanks for the info.

The database show Witchita Falls FD as mostly "D". Is that all Provoice?

There is also a analog FD talkgroup shown. Is that the TG for the alert tones?

Bottom line seems to be - all police and fire comms are unmonitorable by scannerists except - the FD tones (? voice dispatch ?) - and PD once and a while when they are analog.

Your bottom line is pretty much correct.

I only go up there every couple months or so and I can't hear it from home so I haven't listened to it that much.
This is about all I can tell you:

Every morning at 0800 the WFFD does a radio check for all stations and mobile radios. They have done that for over 30 years that I know of.

When they first put in the EDACS system they used to do their radio check on the main digital talkgroup then switch to the analog talkgroup. Never heard any other ops in analog.

WFFD used to transmit 3 alert tones in analog when they dispatched a call.
That is all you could hear was just the 3 tones, no voice.
Apparently ProVoice distorts the tones or something so they have to be in analog.
Last time I was there a few weeks ago I didn't hear any more tones.
They either changed something or stopped using the tones.

Intermittenly I heard the dispatcher on one of the PD Records talkgroups in analog for some reason. Probably accidental. Never heard any PD units.

Sometimes they put out a broadcast simultaneously on the PD talkgroup and SO VHF channel and the PD would be in analog until they unselect the SO channel.

One night I heard an analog talkgroup that appeard to be the staff at either the MPEC center or municipal auditorium when they had some event going on. Never heard any other public works type comms.

The only other time I have heard any analog traffic was when they were installing the system a few years ago.
