What agency uses 860.440 (app.) control channel? Heard 20 miles S. of brunwick on I95

I just came back from FL. I was playing with the scanner and found a control channel of a trunked system (I think analog voice) at 860.440 MHz.

Judging by the content, it seemed law enforcement.

Does anyone know who this might have been?

I was 20 miles south of brunswick, GA right next to I-95.

Its 860.4375 and licensed to Glynn Co GA (Brunswick) - WPHF398 and its listed in the RR DB
