Looks like VHF, not CB. Too short to be CB.

Nice design. Not very common to see porcelain antenna insulators anymore. Seems to be a coaxial ground plane design

Either the ground plane elements are bent, or they should be rotated down. The bottom is designed to thread onto a mounting pipe with the coaxial cable running down the inside.

I could be wrong, but that sure is what it looks like to me.

And the radiating element being attached the ground isn't an issue, that's the design. When tuned correctly, it doesn't affect the RF, the short would be invisible. This design is often called "DC Grounded". When checked with an ohm meter it will show a direct short between the center conductor and ground.

Not bad if you could get it cheap, but one thing I've learned about oxidized aluminum, it doesn't like to be messed with after it's had some time to corrode. Likely the ground plane elements would break if an attempt to remove them was made. Trying to twist or bend them would likely have the same results. Damage to the porcelain would be a risk, also.
