What are the "20" radio codes?

I was listening to the local York police dispatch last eve. via. the internet, & I notice all the codes given were "20's", such as "20-36, 20-39, 20-40" & so on. I thought all the codes were 10's & 11's.

Searched the 'net for 20 codes & could not come up with an answer....

Any ideas?

After listening more, I realize the last number is the car or unit number. They always say "20" first. I am guessing that is the "base" or dispatch number...

Found this info. on a Scanner webpage for the area...

"Unit radio IDs are a two number ID (i.e. 46-12) with the first number
denoting the department and the second number denoting the unit or officer.
York City Police uses their badge number only, no department ID number."
