For smaller antennas, less wind-loading, that mount may do just fine. For anything larger or with a larger wind-load, don't bother, it won't handle the load. The 'rack' probably wouldn't either. For anything the size of a typical screwdriver antenna count on finding/making a really large/strong mount. They are heavier than other types of antennas (momentum) and present a very large wind-load. Whatever you mount this type of antenna to should also be very strong/rugged. There's a lot of force being applied to these antennas when moving at speed, better to plan ahead for it than have to repair stuff later. (Don't ask me how I know, it's embarrassing.)
