I'll try to explain this to you. First I would sign up for Radio Reference Premium and get a cord for your scanner so you can download all the frequencies listed in the database. Then you will hear it all.
When they say switch down: An officer will be talking on "Eastern", then if the officer is talking and their will be a conversation with another they will say switch down, this means they will switch their radio to "Eastern A" means axuaillary channel. Does this clear it up? Do you have anymore questions?

To be more specific, they mean change to the tac or auxilliary channel for their district. Northern District uses TG 1616 for Dispatch and TG 2096 for tac/aux so that's where they go.
Eastern pair is 1648/2128
Western pair is1680/2160
Southern pair is 1712/2192
They actually use several terms for the switch..."switch down"..."switch over"..."go to B", etc.

Switch down means switch over to the district "car-to-car" talkgroup... this is usual a simple flip of a toggle switch on the top of the radio (the way they are programmed)

As TinEar said:
Northern is 1616 also known as "11-A" - when Northern units switch down they go to 2096 also know as "12-A" - it allows the officers to talk car-to-car without interfering with dispatch on the primary district talkgroup

Eastern is 11-B and 12-B
Western is 11-C and 12-C
Southern is 11-D and 12-D
Channel 5 (11-E) also has one
