what filter do i need

I live 3 blocks from a FM radio station that has a tower at least 100 ft it also has stuff on it for cell phones. I try to listen to starcom21 which is in the 800 mhz band and I can't receive it. something knocks out 800 and 700 mhz bands. Would a filter help me out?

This is a possibility although you are quite likely to be suffering from intermods in your receiver. If you can try an attenuator to see if the effect is reduced then that would give some extra information to help decide how to approach the issue.

It's the sum of all signals entering the receivers that needs to be reduced. The simplest and cheapest solution are to try a FM broadcast filter. If that doesn't help then the cellular frequencies are so close to your scanner frequencies that it will take a good and expensive filter to solve it. A SDR dongle for $20-$30 can be used to look at the spectrum and see where the biggest signals are and then investigate how to reduce those signals. Not seeing the spectrum are like trying to find your way in the dark and you can only guess and hope for the best. A SDR dongle can also be used for a lot of other things to receive when you are done with the filter project.
