What happened to NO area talkgroups?

Ok, so I know that NOPD went encrypted a long time ago. So, I had been listening to NO Harbor PD, Tulane Univ PD, other universities in the NO area, etc. All of a sudden, all those talkgroups stopped talking right after Mardi Gras and haven't said anything since. Does anyone know what happened to these talkgroups?

Harbor PD is encrypted
Tulane PD as far as I know is clear as well the other universities are clear.
