Ive allways wonderd, what exactly is COUNTY OF frequencies

I see a bunch for my county under FCC licneces,

what exactly are these freqs?

Those are the frequencies licensed by the County or under the County name for agencies and departments of the County, or for users within the County to which the County (or someone in the County) decided to license for them.

The official name is probably not Fluvana County but rather County of Fluvana. Writing it as "Fluvana, County of" in a database environment is a widely accepted convention and often improves sorting and readability.

Their web site has it both ways on the main page and I'm not interested enough to further research it for your case. All the ones I have researched around my home are Township of _____, State of _____, County of _____, etc. and are licensed interchangably as "_____ Township" and "_____, Township of."

In my county at least they are for public works, school districts ect. Any public service that uses radios and that isn't a private company.

So are these frequencies actively used by people in the county?
They could be used or they could be in a pool of frequencies licensed to that entity "in case" the need for additional frequencies is required. This is a normal thing for plan for unknown factors and the need for additional frequencies sometimes do not allow time to go through the formal application process so they license more than needed and the excess are held in reserve.
