What is "Delay"?

What exactly does the "delay" function on a scanner do? I have a RS PRO-135

A scanning delay would be the length of time the scanner holds on a frequency or channel after a transmission ends before resuming scanning.

It's purpose is to avoid missing the next transmission (call back) on that channel, rather than moving along immediately and not hearing it.

"Sometimes a user might pause before replying
to a transmission. To avoid missing a reply on
a specific channel, the scanner automatically
programs a 2-second delay into any channel or
frequency."

You can increase, or decrease it based on your need/desire.

I really need to learn how to type faster. :) That's the 3rd time fxdscon beat me in 2 days ;)

Do all scanners allow you to adjust the delay time? I'm not sure my RS scanner can do that. Or maybe I just can't figure it out...

My apologies, you can't adjust it on the 135. (It's either on or off.)
