Are LADD specific radios made? Or are the freqs programmed into an off the shelf radio?

That would be a very small niche market. I haven't heard of any.
There are some older threads with links to some radio dealer or association in AB that sells preprogrammed radios, with more than just the 5 LADD channels, and the application or authorization form required to use them.

No LADD specific radios. Those 4 frequencies are quite often programmed into a typical VHF LMR radio, along with about 400 other simplex channels that are used by the resource sector in western Canada. BC has a very specific channel plan for the resource sector that are now channelized.

That would be a very small niche market. I haven't heard of any.
There are some older threads with links to some radio dealer or association in AB that sells preprogrammed radios, with more than just the 5 LADD channels, and the application or authorization form required to use them.
Resource Road and Highway Channels (British Columbia) Scanner Frequencies and Radio Frequency Reference These are specific to British Columbia

Trucking Common (Alberta) Scanner Frequencies and Radio Frequency Reference The AB-Open are specific to Alberta.

Some of the above can be used in BC, Alberta, North West Territories and Yukon Territory

There are also some appendix that can be added to a LMR license for 'company' channels that use to be used for radio controlled roads in BC, and another that can be added for NW Alberta resource roads as well
