What is P+ Emergency Network?

I keep seeing this WiFi / 802.11 SSID around various parts of the Bay Area. I was thinking it could be a mesh network for public safety but it's not everywhere, and I don't recall them getting a budget for that. Any info would be appreciated.

Just a though i'm throwing out there. But if it says P+ Emergency Network, could it be a wifi for the Paramedics Plus?

From the site > Alameda County, California :: Paramedics Plus It seems they do have a "mesh"? network setup to reduce response times.

All P+ ambulances are setup to broadcast a local network for the laptop. It alows them to use the laptop for paperwork and their electronic patient care reports.
