What is State of North Carolina VIPER

I just recently purchased a BC246T and am learning about trunking as I go. I have programed Two systems and all their talk groups. These two systems both run on the Motorola Type II Smartnet. My question is, what is State of North Carolina VIPER? I am not familiar with the term Viper? Could someone help me out and explain this a little to me.

What I would really like is to program NC State Highway Patrol into my scanner but I am unsure how to do it with out using this Viper thing. This is the only page I have been able to find the North Carolina Highway Patrol Talkgroups.
