What is the frequency for London Fire Dispatch?

Station alert and another dispatch channel on the London P25 system. Guess if you aren't hearing anything on that frequency, perhaps they've moved all dispatching to here. Seems to be active according to the broadcastify logs.

So if my radio doesn't do 800 MHz then I'm not going to hear them?

I haven't heard anything on 154.950 for many many years. LFD has been on their current P25 system for almost 10 years now, briefly EDACS before that, and their old Type 1 Moto trunking system before that... So you're going back likely 20 years at least that they have been trunked.

Was the frequency left for a particular reason or is it just due for a clean up?

Probably holding on to if just in case they need a VHF freq. Its already co-ordinated so all they would have to do is put a radio on the air.

I see its still listed in TAFL as a frequency for London Fire, but TAFL is somewhat of a gong show.
Could be a possible backup in case the current system fails beyond operational, or for some other secondary use within the fire service that;s a rare occurrence. I would keep in your scanner, you just never know.
