What is this sound?
What is this sound on 454.3125 mhz? - YouTube

At first I thought maybe it was digital TV, but it's not in the band. I've tried every piece of decoding software I can find.

It was recorded off of that BC60XLT-1 with the homemade discriminator tap you see on the left side of that horrible candid picture of me. The antenna is a homemade 17.5 inch whip.

Any help guys?

Sounds like data to me.

Have you tried searching the FCC site to see who is licensed on that freq?

Sounds like DATA or a CTRL Channel.

This is one of the old UHF Paging channels and you will not find the License by searching on the Frequency. They are licensed by Market [think TV/Radio market] and the licensee BID for the rights to the frequency [Auction] As part of the Auction they got the primary Frequency, plus the side channels.

Example
454.3000 and +/- 12.5 Khz or 6.25 Khz

Have you tried any of the Trunking Software of DSD ?
